Preheat oven to 400°. Tear 4 (12 x 24-inch) foil sheets; arrange horizontally on work surface.
In large bowl, toss steak, potatoes, garlic, bell pepper, onion, oil, seasoning, ½ teaspoon salt and ¼ teaspoon black pepper; divide onto center of foil sheets. For each packet, tightly crimp top and bottom sides of foil over steak mixture; fold and tightly crimp both ends of foil.
Place packets on rimmed baking pan; bake 30 minutes or until internal temperature of beef reaches 145° and potatoes are tender. Carefully open top of packets; top with cheese. Reseal packets; let stand 3 minutes or until cheese melts.
Dietitian Tip:To grill foil packets, prepare outdoor grill for direct grilling over medium-high heat. Place foil packets on hot grill rack; cover and cook 15 minutes or until beef is cooked through and potatoes are tender.
