In large bowl, stir chicken, onion, cilantro, orange juice, lime juice, lime zest and orange zest. Makes about 3 cups.
Place 1/4 cup chicken mixture on bottom half of each tortilla; tightly roll up tortillas around filling and place seam side down on rimmed baking pan.
In large skillet, heat oil over medium heat. In 3 batches, cook flautas, seam side down, 5 minutes or until golden brown, turning once; transfer to large plate and keep warm. Makes 12 flautas.
Serves flautas topped with yogurt avocado, tomatoes, and queso fresco garnished with onion and cilantro, if desired.
